Startup sound

Hello everybody,
When I give contact in the ignition with my key, I hear a sound of some electrical motor buzzing (for approximately 1 second). I was wondering what that sound is. What is even more interesting is that if I repeat the procedure (turn the ignition off, and then again on) the sound is not repeating.
But if I wait for 5 min and then turn the key, buzzing sound can be heard.
Does anybody know what this is?
Thank you...

i know the sound,it comes from the left side of the engine [if sitting in car] stand in front of the car with the bonnet up and look on the right side of the cylinder head, there is a black plug with wires coming off it. i don't know what its for but it makes a clicking sound if you turn the key but not start up.
