That car, a taxi, without a rear place is parked in a place where it is impossible to pass by it without crossing a white line. Once a victim crosses the line, overtakes the car and comes back to the lane the car left behind starts moving, so having passed a short distance the first car is being stopped by the Police, who had stayed still awaiting for their prey and came alive once the car crossed the line, that entails driving license deprivation for the terms of 4-6 months (unless a bribe is paid, I guess). The car, a taxi, coming straight behind acts as a witness and a poor guy, a victim, has no evidences to prove his guiltlessness, unless he has a camcorder in the car.
What was said here is my supposition only, which have proved true in some cases.

No, fortunately, but I have read some stories from people, who were deprived of their licenses on that road.
The place where that taxi is parked seems strange to me (the driver could have halted in a place where line is dotted to make the passage easier for other drivers), moreover one can see that car, parked in that place from 2:10 minute

That sign is typically attached to the cars by those drivers, who has received their driving licenses recently, in order to warn others of possible inadequate maneuvers.   

Concerning the second notice - they are taking a chance.

From 01:03 I have entered a circular crossroads, thus I am on the main road, whereas that white Daewoo Matiz on the right is on a secondary road and without looking at my side it starts intersecting my way

Well, here is a video of driving in Saint-Petersburg, in its south part, first 4 minutes may be skipped due to traffic jam, in fact the video finishes with traffic jam too, that's why I decided to cast away other shots.

Nice video! But you know what.. I'm always careful watching your videos (Russia), especially when I see people crossing the street (on foot). I've seen so many videos from Russia, where cars are "knocking down" the pedestrians

Here is a video from my yesterday trip in Saint-Petersburg, the city is known to have got too many gray days, so that one wasn't an exception.
I cut some parts with me standing in a traffic jam and glued 7 files together.
Look at that car at 07:50 minutes I had expected the maneuver like that, so was ready to undertake some actions, so I wasn't took aback.

Ha, they are parked there, majority of them, the rest are waiting for the passengers as it is Kupchino underground station.

Why are there so many trucks parked on the right lane at the begging? And also one more thing.. What's with the truck's rear wheel at 1:48 min (can be seen till 1:57). That doesn't seem okay?

Well I suppose it is because there is a meat factory in that area 
Yep, the wheel of the truck seems to be damaged, but the drivers of those vehicle do not seem to care about this too much typically.

That would have left him with just the one wheel, sticking out of his boot

I would conclude it was the first real snowfall in Saint-Petersburg.

I was on the main road, so that dude was to have let me pass by, before taking the intersection. If the road had been covered with ice I wouldn't have had a chance to stop my car I think.


That guy on the left was definitely a kamikaze (Saint-Petersburg's highway, speed limit - 110km/h)

Seriously though... I notice 2 clear things.
1) The Russian roads I have seen in the videos look FAR better than roads of the same type here in England

2) There are FAR fewer roadsigns, a good thing in my opinion, far less distraction for drivers.

In fact Russia is known to have only two problems: the fools and the roads (and one of them repairs another )
